Common misconception
We don’t actually know if the 4th envelope was intended for the Brigadier.
The Doctor didn’t even decide to get on with sending the envelopes until after he learned the Brig had passed away. He was intent on putting the job off indefinitely to dick around, going out partying with Alistair included in “dicking around”.

I could just as easily accuse anyone who started at season “1” (27 :P) of shitting on Doctors 1-8. And I’d be just as wrong.

You do not have to be apologetic, confess as if you’ve committed some sort of sin, or hurriedly explain yourself as though there’s a mob on the brink of lynching you, when you say you like Eleven or that he is your favourite Doctor.
